If anyone know a fix please post it. The issue is with firstly $TEXMFMAIN isn't configured appropriately by default, so manually adding /usr/local/tetex/share/texmf gets it working. Also it now complains about not finding fmtutil.cnf, so i've also tried setting some more environment variables only to arrive to more failure. I should also note that the libwww is broken during the./configure stage.
